West Virginia RN License Guide 2026 — WVBOERN Requirements, Compact Status & Fees
Is West Virginia an NLC compact state?
Yes. West Virginia joined the enhanced Nurse Licensure Compact (eNLC) in 2018 and issues multi-state RN licenses to nurses whose primary state of residence is West Virginia. If you already hold a multi-state license issued by another compact state, you can practice in West Virginia immediately without obtaining a separate WV license — compact privileges are automatic when your home state is a compact member and West Virginia is a destination assignment.
WVBOERN fees at a glance (2026)
- Initial license by endorsement: $100
- Initial license by examination (NCLEX): $100 (plus Pearson VUE examination fee of $200)
- Biennial renewal: $100
- Nursys verification: ~$30 per originating state
- IdentoGO fingerprinting: ~$38–$50
Background check and fingerprinting process
WVBOERN requires electronic fingerprinting through IdentoGO. Background checks run through the West Virginia State Police and the FBI. Schedule your appointment at identogo.com using the WVBOERN-specific service code listed on the board website. Results typically return within 2–4 weeks and are transmitted directly to the board. If you have any prior criminal history — including arrests without conviction — disclose it proactively on your application before the background check surfaces it. Undisclosed history triggers heightened scrutiny; proactively disclosed history with explanation typically processes more smoothly.
Endorsement timeline
Total processing time for WV RN endorsement runs 4–7 weeks when all documents arrive together. The two main bottlenecks are Nursys verification from your primary state and the IdentoGO background check. Submit everything simultaneously on Day 1 to prevent each piece from becoming a sequential delay.
- Application + fee submission: Day 1
- Nursys verification request: Day 1 (same session as application)
- IdentoGO fingerprinting appointment: Within first week
- Background check return: 2–3 weeks after fingerprinting
- License issue: 4–7 weeks total from complete application
Temporary practice permit
WVBOERN issues a 90-day temporary practice permit to candidates awaiting endorsement processing. The permit allows practice in West Virginia while your application is under review. It is not renewable — it converts to a full multi-state license upon completion. Temporary permits are single-state only and do not carry compact multi-state privileges. If you need to work a second compact state simultaneously during the endorsement window, you would need that state's own temporary permit or must already hold a multi-state license from your home state.
Continuing education requirements
West Virginia requires 30 contact hours of continuing education per two-year renewal cycle. There is no specific mandatory subject requirement for general RN renewal — hours can be in clinical practice, professional development, management, or specialty areas. CE must be completed before submitting renewal and is subject to audit. Retain certificates of completion for at least four years in case of an audit notice.
Travel nursing in West Virginia: where the demand concentrates
West Virginia's healthcare system is anchored by WVU Medicine (Morgantown, the state's academic medical center), Charleston Area Medical Center (CAMC, the largest hospital system in the state), and a network of rural critical access hospitals serving the state's dispersed population. High-demand specialties for travel nurses include ICU, ER, med-surg, behavioral health, and labor and delivery. The state faces ongoing nursing workforce shortages particularly in the southern coalfield counties — Logan, McDowell, and Mingo — where hospital systems rely heavily on contract staff for baseline coverage.
West Virginia's NLC compact membership makes it a natural assignment destination for nurses traveling the Appalachian corridor. Nurses holding a multi-state license from Virginia, Kentucky, Tennessee, Ohio, or Maryland can accept West Virginia assignments with no additional licensing, which significantly reduces credentialing lead time on short-notice placements.
What we see at Ava Health
West Virginia placements come most often through Appalachian corridor routing — nurses based in Virginia or Kentucky adding a WV assignment that their existing compact license already covers. For nurses whose primary residence is West Virginia and who want to expand their assignment radius, the endorsement playbook is identical to other compact states: Nursys request and IdentoGO appointment on the same day as the application, temporary permit to bridge the first 4–6 weeks, and full multi-state license that then covers the entire compact network.
