Confirm compact privilege or endorsement need
Pennsylvania is an NLC compact state. If you hold a compact RN license from another compact state and Pennsylvania is not your primary residence, you may practice in PA under your home-state compact privilege. If Pennsylvania will become your primary state of residence, you must obtain a Pennsylvania RN license through endorsement.
Create a PALS account and submit your endorsement application
Pennsylvania health profession licenses are managed through the PALS (Pennsylvania Applicant Licensing System) portal at pals.pa.gov. Create an account, select "Registered Nurse, Endorsement," and complete the online application. Pay the application fee (verify the current amount at dos.pa.gov, Pennsylvania fees are set by statute and are among the lowest in the country).
Authorize Nursys electronic license verification
Pennsylvania participates in Nursys. Within your PALS application, authorize Nursys to release your current license record to the Pennsylvania State Board of Nursing (PSBN). If your home state is not on Nursys, request a paper license verification from your state board and mail it to PSBN in Harrisburg.
Complete the criminal background check
Pennsylvania requires a criminal background check, typically through the Pennsylvania State Police (PSP) PATCH system and the FBI. Follow the fingerprinting instructions in your PALS application. Results are transmitted electronically to the PSBN. Fee is approximately $30-50 depending on the screening type required.
Monitor application status in PALS
Track your application on the PALS portal. Complete applications with Nursys verification and cleared background check typically process in 4-8 weeks. When your license is issued, your license number and status appear in the public PSBN verification lookup at dos.pa.gov.
Plan for CE at renewal
Pennsylvania RN licenses renew every 2 years. Renewal requires continuing education as specified by PSBN (verify the current hour and topic requirements at dos.pa.gov, as requirements are updated by board rule). Keep all CE certificates for the duration of your renewal cycle in case of audit.
