New York is one of the largest nursing markets in the United States, with major health systems including NewYork-Presbyterian, NYU Langone, Northwell Health, Mount Sinai Health System, Montefiore, and Stony Brook Medicine operating across the state. Uniquely, RN licenses in New York are administered by the New York State Education Department (NYSED) Office of the Professions — not the Department of Health — at op.nysed.gov.

Is New York an NLC compact state?

No. New York has not joined the Nurse Licensure Compact (NLC) and has no near-term legislation to do so. Every nurse who wants to practice in New York — including travel nurses on short-term contracts — must hold a New York RN license or a valid New York interim permit. For travel nurses, this is the critical planning point: New York assignments require advance preparation similar to California.

New York's unique 3-year registration cycle

Unlike most states that renew every 2 years, New York registers RNs in 3-year cycles. Licensure and registration are separate steps: you apply for the license first ($143), and once issued, you register separately ($143 per 3-year period). Continuing education requirements are calculated on the 3-year cycle accordingly.

Continuing education for renewal

New York RN registration renewal requires contact hours of continuing education per 3-year registration cycle as specified by NYSED OP (verify the current number at op.nysed.gov). A mandatory 3-hour infection control and barrier precautions course is required every 4 years (so roughly once per registration cycle). A mandatory 2-hour course on child abuse identification and reporting is required at initial registration and once every 6 years thereafter.

Timeline expectations

Complete New York endorsement applications — Nursys verification or paper license verification received + official transcripts received — typically process in 8–12 weeks. Applications missing transcripts (a very common issue) can stall indefinitely until the transcript arrives. NYSED OP does not issue reminders when documents are missing — monitor your application status on OP Online Services regularly and proactively contact your nursing school about transcript timing.
