How to Get Your Dental Hygienist License in Oregon (2026)
How to Become a Registered Dental Hygienist in Oregon
Oregon has one of the more progressive dental hygiene scopes of practice in the country. Beyond the standard RDH license, Oregon offers expanded practice authorizations that allow hygienists to work in community and public health settings with limited dentist supervision. The growing Portland metro market — combined with a statewide rural access gap — makes Oregon an excellent long-term practice environment. The Oregon Board of Dentistry (OBD) oversees licensure for all dental professionals in the state.
Step 1: Complete an Accredited Dental Hygiene Program
Oregon requires graduation from a program accredited by the Commission on Dental Accreditation (CODA). In-state programs include Oregon Institute of Technology (Klamath Falls/Portland Metro) and Portland Community College. Both are competitive and CODA-accredited. Out-of-state graduates from CODA programs are eligible to apply for Oregon licensure through the standard pathway.
Oregon programs emphasize community oral health, which aligns well with the state's expanded practice framework.
Step 2: Pass the NBDHE
The National Board Dental Hygiene Examination (NBDHE) is required for Oregon licensure. Register through the JCNDE portal, sit during your final year of school or post-graduation, and ensure scores are forwarded to the OBD. Oregon does not set an expiration date on NBDHE scores under current policy, but confirm at time of application.
Step 3: Pass a Clinical Examination
Oregon accepts two clinical board examinations:
- WREB (Western Regional Examining Board) — the traditional clinical exam for western states; live-patient format with standardized scoring criteria. Testing sites are available throughout the West, including Oregon.
- ADEX (American Board of Dental Examiners) — increasingly accepted nationwide; flexible testing dates and locations make it a convenient alternative to WREB.
Both exams evaluate patient assessment, periodontal instrumentation, radiography, and professional judgment. Score reports must be submitted directly from the testing agency to the OBD.
Step 4: Apply for Your State License
Submit your application to the Oregon Board of Dentistry after achieving passing scores on both boards. Required materials typically include:
- Completed OBD application
- Official CODA-accredited program transcripts
- Official NBDHE and clinical board score reports
- CPR/BLS certification (current)
- Licensure fee — approximately $100–$150 (Oregon's fee is among the higher in the region)
- Background check

Continuing Education Requirements
Oregon RDHs must complete 30 CE hours per two-year renewal cycle, one of the higher CE burdens in the country. The OBD mandates:
- Infection control CE — required; specific hour count set by the OBD (verify current requirement)
- Pain control CE — required; applies to RDHs administering local anesthesia or nitrous oxide
The remaining hours may cover any OBD-approved topic. Oregon emphasizes current evidence-based practice, and offerings from the Oregon Dental Association and national CE providers are widely accepted.
Oregon Dental Hygienist Salary Ranges
Oregon's high cost of living, particularly in Portland, supports above-average dental hygienist compensation:

- Mid-career (3–7 years): $74,000–$90,000/year
