Florida is one of the most dynamic pharmacy markets in the United States. With more than 22 million residents, a massive and growing retiree population, world-class academic health systems, and a diverse mix of urban, suburban, and rural healthcare needs, Florida demands thousands of licensed pharmacists across every practice setting. The Florida Board of Pharmacy, operating under the Department of Health's Medical Quality Assurance (MQA) division, administers pharmacist licensure under Chapter 465 of the Florida Statutes. Florida has unique requirements including mandatory PINFL intern registration and an 8-10 week processing window. This guide covers every step of the 2026 Florida pharmacist licensure process.

Pharmacist Licensing Requirements in Florida

Florida pharmacy practice is governed by Chapter 465 of the Florida Statutes and Florida Administrative Code Rule 64B16. To obtain an initial Florida pharmacist license you must hold a PharmD from an ACPE-accredited school, hold an active Florida Pharmacist Intern (PINFL) registration during your supervised internship hours, complete at least 1,500 hours of supervised intern experience under a Florida-licensed pharmacist, pass the NAPLEX, and pass the Florida MPJE which covers both federal pharmacy law and Florida-specific jurisprudence under Chapter 465 F.S. and Rule 64B16. Florida does not require a separate state law exam beyond the MPJE, but the Florida MPJE incorporates substantial Florida-specific content. International pharmacy graduates must obtain NABP FPGEC certification before applying. Processing time for a complete application is typically 8-10 weeks.

Step-by-Step: Florida Pharmacist License Process

  1. Create NABP e-Profile — Register at nabp.pharmacy and pay the $35 e-Profile fee. This is your lifelong NABP identifier for examination registrations, score transfers, and CPE Monitor tracking.
  2. Register as a Florida Pharmacist Intern (PINFL) — Before beginning or continuing intern hours in Florida, apply for a Pharmacist Intern registration through the Florida DOH MQA Online Services portal. The PINFL registration is legally required for all supervised intern hours to count toward Florida licensure. Apply early in your pharmacy school career. The PINFL registration fee is approximately $50-$100.
  3. Apply for NAPLEX — Register for the NAPLEX through your NABP e-Profile and pay the $695 examination fee. Your PharmD program must certify your graduation or anticipated graduation date to NABP. Expect a 3-5 business day wait for your ATT after school certification.
  4. Apply for Florida MPJE — Register for the Florida MPJE through NABP ($150). Prepare thoroughly for Florida-specific questions by studying Chapter 465 F.S. (Pharmacy Practice Act); Chapter 893 F.S. (Florida Comprehensive Drug Abuse Prevention and Control Act); Rule 64B16 (Florida Board of Pharmacy administrative rules); and all applicable federal statutes including the Controlled Substances Act and OBRA-90.
  5. Submit FL Board Application — Apply through the Florida DOH MQA Online Services portal (flhealthsource.gov). Pay the ~$185 pharmacist application fee. Upload official sealed PharmD transcripts, a certified intern log documenting at least 1,500 PINFL-registered hours, and your PINFL registration documentation. Florida reviews application completeness before beginning processing.
  6. Complete Background Check — Florida requires fingerprint submission through a Florida-approved LiveScan electronic fingerprinting vendor. Budget $50-$75 for processing. Begin this step as early as possible, as Florida background check processing can take several weeks and delays the overall timeline. Results are sent electronically to the FL DOH.
  7. Schedule and Pass NAPLEX and MPJE — Book both exams at Pearson VUE testing centers. Florida has multiple Pearson VUE locations including Miami, Tampa, Orlando, Jacksonville, and Fort Lauderdale. A score of 75 or above is required on each exam. NAPLEX results post within 2-4 business days. Florida MPJE results post within 2-4 business days. Submit score reports to the Florida Board through your NABP e-Profile.
  8. Receive Florida License — Once the Board verifies all documents, exam scores, and background results, your pharmacist license is issued. Total processing time is typically 8-10 weeks from submission of a complete application. Florida pharmacist licenses renew biennially by the last day of the pharmacist's birth month.

Fees and Timeline

ItemCost
NABP e-Profile$35
PINFL intern registration~$50-$100
NAPLEX examination$695
Florida MPJE$150
FL Board application fee~$185
Background check (LiveScan)~$50-$75
Estimated total~$1,165-$1,240

Florida's processing time of 8-10 weeks is longer than many states due to the volume of applications the MQA division handles. Submit a complete application with all supporting documents simultaneously to avoid back-and-forth delays. Florida offers an online application status tracker through the MQA portal.

NAPLEX Score Transfer

Florida accepts NAPLEX score transfers from pharmacists currently licensed in other NABP member states. The score must not be older than 5 years and the applicant must have maintained continuous active licensure. Submit the NABP score transfer request ($50 fee) and notify the Florida Board. You must still independently take and pass the Florida MPJE, which includes significant Florida-specific jurisprudence content. Applicants with scores older than 5 years or inactive licensure must retake the NAPLEX.

DEA Registration

After receiving your Florida pharmacist license, register with the DEA at deadiversion.usdoj.gov. The $888 three-year practitioner registration is required to handle Schedule II-V controlled substances. Florida also participates in the Florida Prescription Drug Monitoring Program (PDMP), known as E-FORCSE (Electronic-Florida Online Reporting of Controlled Substance Evaluation Program). Licensed pharmacists in Florida are required by law to check E-FORCSE before dispensing any Schedule II-IV controlled substances for new prescriptions.

Continuing Education

Florida pharmacists must complete 30 contact hours (3.0 CEUs) of ACPE-approved continuing pharmacy education per biennial renewal cycle. Florida mandates specific topic areas each renewal cycle, which have historically included HIV/AIDS awareness (2 hours, required by Florida law), medical errors prevention (2 hours), and opioid dispensing (2 hours). Check the Florida Board of Pharmacy website before each renewal cycle for the current mandatory topic list, as requirements are updated by legislative and Board action. Licenses renew biennially in the pharmacist's birth month year. Biennial renewal fees are approximately $110.
