California PA License 2026: Physician Assistant Board Requirements, AB 890, and Salary
California physician assistants are licensed by the Physician Assistant Board of California (PABC). AB 890, signed in 2020 and phased in through 2023, significantly expanded PA practice authority in California: PAs in qualifying settings — including those with 3+ years of experience in their specialty — may practice without a standardized procedure agreement (SPA) with a supervising physician. This was a landmark change for California's historically restrictive PA practice environment and has made the state substantially more competitive for PA recruitment.
Practice Model: AB 890 Expanded Authority
Under the AB 890 framework, California PAs in healthcare systems with physician oversight (hospitals, medical groups, multispecialty practices) can practice without the traditional SPA. Key elements:
- Settings where SPA not required: Hospitals, licensed clinics, medical groups, and settings where a physician is "available" in the practice context — not necessarily on-site
- Settings where SPA may still apply: Sole-proprietor outpatient practices without a physician on the ownership team
- Prescriptive authority: Full schedule II–V prescribing authority with DEA registration; no physician co-signature required in AB 890-qualifying settings
- CME requirement: 50 hours per 2-year NCCPA certification cycle

- Graduation from ARC-PA accredited program
- PABC application and $300 fee
- Background check (LiveScan fingerprinting)
- DEA registration (if prescribing controlled substances)
